PROCEEDINGS OF THE BOARD OF SUPERVISORS (PART FOUR)

Proceedings of the Board of Supervisors.
NINETEENTH  DAY, MONDAY, DEC. 5.
   Board convened pursuant to adjournment.
   A resolution was adopted directing the clerk and chairman to seal all packages of receipts and vouchers in the hands of the committee to settle with the County Treasurer, countersign the same and deposit them in the County Clerk's office to be kept one year and then to be destroyed by the committee to settle with the County Treasurer.
   The bill of A. J. Perry, amounting to $2, was added to the abstract of the town of Harford.
   The clerk of the board was authorized to strike from the abstract of the town of Cortlandville, the bills of the Excise Commissioners of said town, the same being a county charge.
   The clerk of the board was authorized to revise the fee bill and superintend the printing of the Journal.
   The collectors of the several towns of the county were allowed until February 15, 1888, to settle with the County Treasurer.
   The bill of S. C. Stillman, amounting to $2, was added to the abstract of the town of Scott.
   At 4 o'clock P. M. the board adjourned until 9 A. M. the following day.
TWENTIETH DAY, TUESDAY, DEC. 6.
   Board met pursuant to adjournment.
   A communication was read from the superintendent of the Binghamton Insane Asylum, inviting the board to visit that institution, which was placed on file.
   The bill of C. E. Cummings, amounting to $1.50 was added to the abstract of the town of Preble.
   The County Treasurer elect presented his bond, and on motion of Mr. Greene the sureties were approved and the bond ordered filed in the County Clerk's office.
   On motion of Mr. Edmunds, the chairman and clerk were authorized to sign the approval of said bond.
   Mr. Greene called up the report of the committee on equalization, and moved its adoption.
   Dr. Angel moved as an amendment to said report that $2,000 be taken from each of the towns of Taylor and Virgil and that the same be prorated upon the other thirteen towns of Cortland County.
   After discussion the chair submitted the question on Dr. Angel's amendment, and it was determined in the negative.
   Those who voted in the affirmative were Messrs. Angel and Chaplin, all the others voting in the negative. The chair then submitted the question on the adoption of the report and it was decided in the affirmative. All voting in the affirmative except Messrs. Angel and Chaplin who voted in the negative.
   The following is the equalization table as reported by the committee and adopted by the board:

   On motion of Mr. McGraw the committee on equalization were instructed to apportion the state and county tax.
   The chair announced as the special committee to settle with the outgoing Treasurer Jas. B. Kellogg, Messrs. Crane and McGraw.
   By unanimous consent Judge Knox was permitted to address the board with reference to the salary of the Surrogate's clerk.
   Mr. Wood moved that the salary of the Surrogate's clerk be fixed at $400, for the year commencing January 1st, 1888, and that all fees received by the Surrogate shall be applied in payment of said salary.
   On motion of Mr. Greene, said resolution was laid on the table until the following morning.
   Mr. McGraw from the committee, appointed to settle with the County Treasurer, submitted the report of the committee, whereby they affirm they have compared the vouchers and receipts in his office with his report and find the same correct in all respects.
   The report of the Treasurer shows that he has received during the past year the sum of $149,308.16 and paid out $142, 560.02, leaving a balance in his hands of $6,748.14
   On motion of Mr. McGraw, the report was accepted and placed on file.
   At 4 o'clock the board adjourned to 9 the following morning.
TWENTY-FIRST DAY, WEDNESDAY, DEC. 7.
   Board convened pursuant to adjournment.
   On motion of Mr. Chaplin, in case the appropriations made to the several public institutions prove not to be sufficient to meet the expenses required for the current year the County Treasurer is hereby authorized to use any moneys remaining in his hands and not otherwise appropriated, and in case there are no such funds he is authorized to borrow on the credit of the county so much as shall be necessary to meet such demands when presented.
   On motion of Mr. Wood, the resolution fixing the salary of the Surrogate’s clerk at $400 per annum was taken up. The ayes and nays being called for the result was as follows:
   Ayes—Messrs. McGraw, Wood, Lee, Seeber, Edmonds, Hazen, Whitmore, Van Hoesen, Potter, Brown, Angel, Saunders, Chaplin, Greene 14.
   Nays—None.
   On motion of Mr. Saunders, the County Treasurer was required to see that all fees and penalties paid to any one authorized to receive the same, are promptly paid into the County Treasury as provided by sections 726, 727 and 728 of the Code of Criminal Procedure, and the clerk of the board was authorized to have said sections printed in the Journal.
   On motion of Mr. Saunders, the committee on county buildings was authorized to have the grounds in the rear of the County clerk's office cleaned and properly fenced.
   At 5:30 P. M. the board adjourned until 9 o'clock the following day.
TWENTY-SECOND DAY, THURSDAY, DEC. 8.
   Board convened pursuant to adjournment.
   On motion of Mr. McGraw, the clerk of the board was authorized to draw an order payable out of the contingent fund sufficient in amount to cover the interest on the note held by the Homer National Bank.
   Mr. Chaplin, from the committee on appropriations, submitted the following report and a resolution that the board cause to be levied and collected upon the taxable property of the county, the several items hereinafter mentioned and the clerk of the board be directed to draw all necessary orders for the payment of the same:
