We see evidence of copious chatter on Facebook about yearly deficits in the city of Cortland, N. Y. What is missing is the mention of yearly tax increases. Looking back to a time when Cortland enjoyed two consecutive years without any tax increase, we note that in the first year of Mayor Feiszli’s term she managed to provide a surplus of $2.5 million.
